Mobile Pinpointing In NYC

Wired notes that after 12 years and a cool $200 million, New York City still doesn't have a system in place to pinpoint locations of 911 calls made with mobile phones. It's not clear why the city has to raise the money--traditionally it has been a phone/carrier issue.
