The World Wide Web Consortium (W3C) has published Mobile Web Best Practices 1.0 as a candidate recommendation. The document is based on work from 30 organizations, including Nokia, Vodafone, Opera Software and NTT DoCoMo.
It offers up "best practices" for making web content designed for mobile devices.
